Item upgrades are a way to boost the stats of an item. Based on the type of upgrade it could raise an item's Mark level or Rarity, as well as boost other stats.

Item Level
When an item is upgraded, its basic stats are increased in value. This is the sum of all its leveled up advantages (attack, magic attack and defense). When deciding to purchase or sell gear players can look at the item level. It's a measure of the item's damage and its quality. Comparing items from a vendor's stock can be done using the level of the item.
The level of the item can be viewed by pressing the ALT key on PC or using the left stick (L3) on XB1 and PS4. The item upgrade will be displayed with its full description, including ilvl. It can also be located by hovering over an item using the mouse cursor and entering /itemlevel into chat.
There are a few theories on how the item level calculation is carried out. One theory says that the item level is calculated using a formula that calculates the value of an item's stats really are. It considers that different benefits are valued differently and that gems in sockets increase the item's value. This process could result in a calculated value for the item's ilvl which is usually close to the actual Blizzard level of the item.
However, this isn't the only factor which affects an item's ilvl, because the level of the region the item dropped in can alter the value of its stats, for instance by adding a level to its crit rating or haste rating. This means that items that drop at higher levels will have higher value than items dropped in lower-level instances.
Item Stats
The stats of an item can make or break an item for players. The game uses a variety of them in a variety of ways to encourage players to use multiple weapons, and also to stop one weapon from being "the most effective." The stat mods of an weapon increase the base stats. These stat mods are then increased by the player's level.
The upgrades to an item can boost its stats. The cost of upgrades is determined by the rarity of the item. For instance, a gray or white item will only be upgraded once, whereas items with rare tiers will be upgraded several times, at higher costs.
Another method to alter the stats on an item is through affixes. They are stat boosts which can be added by the player to an item. The affixes could do things like give the item extra damage, or give a specific ability to the item (such as reviving dead or reducing cooldowns), or make the item unique by giving a special name to the item.
Presently, all affixes are able to be rerolled by selecting them from the upgrade window and pressing the green button using the arrows that circle. This process will cost the player a certain amount of gold and other items which can be added to the upgrade gauge in the same way as the other rerolling options.
Players can upgrade items an item by a specific stat, or reroll attaches. The possible stat ranges for an item are based on the level of the item, but every item is guaranteed to have at least 1 stat within the specified range, unless it is an exclusive item or a God roll from a raid boss.
Another thing that can be modified by adding an option to upgrade the equipment without rerolling the affixes, or selecting which stats to enhance. But, like base equipment, this would have to be performed on a per-item basis, and the item compare interface would not display all the possible stats either lost or gained at the same time.
Item Luck
The Luck stat of a player can increase the probability of obtaining items as well as the properties spawned by loot and the intensity of these properties. However, it does not directly affect damage or the ability to upgrade items. It simply gives players a possibility to obtain better equipment earlier in the game and is therefore more useful in early game runs as opposed to later ones, since most players prefer higher weapon scaling and defenses over raw damage gains.
Luck can also boost the chance of upgrading items at the Blacksmith. This is not to confuse with the Blacksmith’s overall upgrade chances that increase with each item level. They can also be increased with the use of anti-materials such as the Scroll of Strength and a Jewel of Blessing.
The shields, armor, and weapons have an initial Luck value of 40. These items can be upgraded with golden ingots, spined leather or oak boards (depending on the item's material type) to grant a further +40 Luck or to boost the luck of an item up to 140.
Certain items, like the weapon with Hollow-infused components can also be outfitted to increase the damage of any skill that causes damage by five percent. These items can be purchased from the shop or constructed using the right ingredients.
Item Failure
Not all upgrades work. Cash shop items can be used to boost the chances of success for an upgrade or to stop players from losing their item in the event that it fails.
The success rate of an upgrade can be seen in the Honing UI. The percentage is the chances of successfully upgrading the item, and can be enhanced by adding Additional Materials or Special Materials. The chance of success can only be increased by so much, and the chance that the upgrade will fail cannot be greater than 100%..
The success of an item upgrade can be affected by the luck of the item. Each item has an average success rate of 25 percent, and every item with Luck increases the chance of success by five percent.
The item upgrade overlays are displayed above items in the inventory. This can cause obscurity to enchantment effects or other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
